September 11, 1990 The First President Bush Announces A New World Order Which Did Not Last Long

I have a book titled The American Presidents. I do not recollect when or where I came into possession of this book. The last president covered in this book is Bill Clinton, with the coverage of Bill Clinton only going so far the election where he defeated the first President Bush. The book does not even get as far as the first inauguration of Bill Clinton.

So, this morning I was reading the chapter about Clinton's predecessor, President George Herbert Walker Bush, when I came upon what has become known as the Bush New World Order Speech.

The New World Order Speech was spoken on September 11, 1990. This is a very optimistic speech rendered very ironic by how the 24 years that followed it have actually turned out. Ironic lines, particularly for a speech given on September 11, like "a new world order -- can emerge: a new era -- freer from the threat of terror..."

What follows is an excerpt from President George H. W.Bush's Address before a joint session of Congress on the Persian Gulf Crisis caused by Saddam Hussein's invasion of Iraq---

We stand today at a unique and extraordinary moment. The crisis in the Persian Gulf, as grave as it is, also offers a rare opportunity to move toward an historic period of cooperation.

Out of these troubled times, our fifth objective -- a new world order -- can emerge: a new era -- freer from the threat of terror, stronger in the pursuit of justice, and more secure in the quest for peace. An era in which the nations of the world, East and West, North and South, can prosper and live in harmony.

A hundred generations have searched for this elusive path to peace, while a thousand wars raged across the span of human endeavor. Today that new world is struggling to be born, a world quite different from the one we've known. A world where the rule of law supplants the rule of the jungle. A world in which nations recognize the shared responsibility for freedom and justice. A world where the strong respect the rights of the weak.

This is the vision that I shared with President Gorbachev in Helsinki. He and other leaders from Europe, the Gulf and around the world understand that how we manage this crisis today could shape the future for generations to come.

Once again, Americans have stepped forward to share a tearful goodbye with their families before leaving for a strange and distant shore. At this very moment, they serve together with Arabs, Europeans, Asians and Africans in defense of principle and the dream of a new world order. That's why they sweat and toil in the sand and the heat and the sun.

If they can come together under such adversity, if old adversaries like the Soviet Union and the United States can work in common cause, then surely we who are so fortunate to be in this great Chamber -- Democrats, Republicans, liberals, conservatives -- can come together to fulfill our responsibilities here. Thank you. Good night. And God bless the United States of America.

How horribly ironic that the first President Bush would give this optimistic speech and then exactly 11 years later his son would be president when America suffers the worst terrorist attack in history, an act of barbarism no one could have imagined, until it occurred.

Followed by even more acts no one could have imagined, such as the second President Bush leading America into its first pre-emptive war, a war based on what turned out to be a false premise, that being the claim that Iraq had weapons of mass destruction and posed a threat to America. Thousands of Americans, Iraqis and others died, and continue to die as a result of that ill-advised war, far more dead than any number ever alleged to have been killed by Saddam Hussein by weapons of mass destruction.

And then we have the Russian part of the New World Order in 2014. Apparently Vladimir Putin did not get the New World Order memo. Or he just decided to use Joesph Stalin rather than Mikhail Gorbachev as his ruler role model.

The one part of the New World Order that has seemed to work out well is the rise of China. Who would have thought back in the days of the Cultural Revolution and mass famines that China would become the nation it is today?

Charlie Chaplin's Great Dictator Speech

It has only been in the past couple years I have learned to appreciate what a film making genius Charlie Chaplin was. Decades ago I could not make it through a silent film, due to the jerky quality. Well, that problem has been solved and nowadays you can watch silent movies in the smooth way they were intended to be seen.

It was Chaplin's City Lights where I finally got what the Chaplin fuss was about. Then I watched the brilliant Modern Times and The Gold Rush. Chaplin resisted switching to talkies. The first movie in which he speaks is The Great Dictator.

The Great Dictator was made before World War II started. Chaplin parodies Adolf Hitler in The Great Dictator. Chaplin and Hitler are an interesting pair. One gave the world its greatest laughter, while the other gave the world its greatest slaughter.

Charlie Chaplin and Hitler were born four days apart, with Chaplin born on April 16, 1889, followed by Hitler on April 20. How in the world did these two both come to sport the same odd little mustache style? Chaplin was already a world known figure whilst Hitler was still an unknown corporal in the German army. Did Hitler copy the Chaplin mustache?

The Great Dictator is known for many scenes, but the most famous scene comes at the end of the movie, where Chaplin gives what  many think to be the best speech of all time. I’m sorry, but I don’t want to be an emperor. That’s not my business. I don’t want to rule or conquer anyone. I should like to help everyone - if possible - Jew, Gentile - black man - white. We all want to help one another. Human beings are like that. We want to live by each other’s happiness - not by each other’s misery. We don’t want to hate and despise one another. In this world there is room for everyone. And the good earth is rich and can provide for everyone. The way of life can be free and beautiful, but we have lost the way.

Greed has poisoned men’s souls, has barricaded the world with hate, has goose-stepped us into misery and bloodshed. We have developed speed, but we have shut ourselves in. Machinery that gives abundance has left us in want. Our knowledge has made us cynical. Our cleverness, hard and unkind. We think too much and feel too little. More than machinery we need humanity. More than cleverness we need kindness and gentleness. Without these qualities, life will be violent and all will be lost....

The aeroplane and the radio have brought us closer together. The very nature of these inventions cries out for the goodness in men - cries out for universal brotherhood - for the unity of us all. Even now my voice is reaching millions throughout the world - millions of despairing men, women, and little children - victims of a system that makes men torture and imprison innocent people.

To those who can hear me, I say - do not despair. The misery that is now upon us is but the passing of greed - the bitterness of men who fear the way of human progress. The hate of men will pass, and dictators die, and the power they took from the people will return to the people. And so long as men die, liberty will never perish. .....

Soldiers! don’t give yourselves to brutes - men who despise you - enslave you - who regiment your lives - tell you what to do - what to think and what to feel! Who drill you - diet you - treat you like cattle, use you as cannon fodder. Don’t give yourselves to these unnatural men - machine men with machine minds and machine hearts! You are not machines! You are not cattle! You are men! You have the love of humanity in your hearts! You don’t hate! Only the unloved hate - the unloved and the unnatural! Soldiers! Don’t fight for slavery! Fight for liberty!

In the 17th Chapter of St Luke it is written: “the Kingdom of God is within man” - not one man nor a group of men, but in all men! In you! You, the people have the power - the power to create machines. The power to create happiness! You, the people, have the power to make this life free and beautiful, to make this life a wonderful adventure.

Then - in the name of democracy - let us use that power - let us all unite. Let us fight for a new world - a decent world that will give men a chance to work - that will give youth a future and old age a security. By the promise of these things, brutes have risen to power. But they lie! They do not fulfil that promise. They never will!

Dictators free themselves but they enslave the people! Now let us fight to fulfil that promise! Let us fight to free the world - to do away with national barriers - to do away with greed, with hate and intolerance. Let us fight for a world of reason, a world where science and progress will lead to all men’s happiness. Soldiers! in the name of democracy, let us all unite!
